But it is not that the word of God has taken no effect. For they are not all Israel who are of Israel, nor are they all children because they are the seed of Abraham; but, “In Isaac your seed shall be called.” Romans 9:6-7

The Everlasting Covenant came through Sarah, the wife of Abraham
NOT through the bond servant Hagar.

Consider Abraham your father and Sarah, who gave birth to you; in that I called him when he was only one person, then blessed him and made him many. Isaiah 51:2

The Lord made an everlasting Covenant to Abraham, Gen 12
The number 12 represents “The Government of God being established”

1Now the LORD had said unto Abram, Get thee out of thy country, and from thy kindred, and from thy father’s house, unto a land that I will shew thee:

2And I will make of thee a great nation, and I will bless thee, and make thy name great; and thou shalt be a blessing:

3And I will bless them that bless thee, and curse him that curseth thee: and in thee shall all families of the earth be blessed.

4So Abram departed, as the LORD had spoken unto him; and Lot went with him: and Abram was seventy and five years old when he departed out of Haran.

5And Abram took Sarai his wife, and Lot his brother’s son, and all their substance that they had gathered, and the souls that they had gotten in Haran; and they went forth to go into the land of Canaan; and into the land of Canaan they came.

6And Abram passed through the land unto the place of Sichem, unto the plain of Moreh. And the Canaanite was then in the land.

7And the LORD appeared unto Abram, and said, Unto thy seed will I give this land:

The East to West borders of the Land of Canaan were from the the river of Egypt (the Nile) To the Great River, the Euphrates, Gen 15:18

The North to South borders of the Land of Canaan were from Hamat (which is 100 miles North of Damascus) towards the south to M’rivot-Kadesh 100 miles south of Jerusalem and to the Egyptian river, the Nile.
This would include all of modern day Israel, the west bank (Judea and Samaria), all of Lebanon, and substantial parcels of Syria, Iraq and Saudi Arabia.

13Thus saith the Lord GOD; This shall be the border, whereby ye shall inherit the land according to the twelve tribes of Israel: Joseph shall have two portions.

14And ye shall inherit it, one as well as another: concerning the which I lifted up mine hand to give it unto your fathers: and this land shall fall unto you for inheritance.

15And this shall be the border of the land toward the north side, from the great sea, the way of Hethlon, as men go to Zedad;

16Hamath, Berothah, Sibraim, which is between the border of Damascus and the border of Hamath; Hazarhatticon, which is by the coast of Hauran.

17And the border from the sea shall be Hazarenan, the border of Damascus, and the north northward, and the border of Hamath. And this is the north side.

18And the east side ye shall measure from Hauran, and from Damascus, and from Gilead, and from the land of Israel by Jordan, from the border unto the east sea. And this is the east side.

19And the south side southward, from Tamar even to the waters of strife in Kadesh, the river to the great sea. And this is the south side southward.

20The west side also shall be the great sea from the border, till a man come over against Hamath. This is the west side.

21So shall ye divide this land unto you according to the tribes of Israel. Ez 47:13-21

As to “Her Rightful Owner”

15And God said unto Abraham, As for Sarai thy wife, thou shalt not call her name Sarai, but Sarah shall her name be.

16And I will bless her, and give thee a son also of her: yea, I will bless her, and she shall be a mother of nations; kings of people shall be of her.

17Then Abraham fell upon his face, and laughed, and said in his heart, Shall a child be born unto him that is an hundred years old? and shall Sarah, that is ninety years old, bear?

18And Abraham said unto God, O that Ishmael might live before thee!

19And God said, Sarah thy wife shall bear thee a son indeed; and thou shalt call his name Isaac: and I will establish my covenant with him for an everlasting covenant, and with his seed after him.

20And as for Ishmael, I have heard thee: Behold, I have blessed him, and will make him fruitful, and will multiply him exceedingly; twelve princes shall he beget, and I will make him a great nation.

21But my covenant will I establish with Isaac, which Sarah shall bear unto thee at this set time in the next year.

22And he left off talking with him, and God went up from Abraham. Genesis 17:15-22 KJV
